July 21, 2016 by · Leave a Comment

FBI Criminal History Summary Check

The FBI Criminal History Summary Check is issued on request from the applicant who needs to get a criminal background check done on oneself. The FBI (Federal Bureau of Investigations) does a background check for applicants that have their fingerprints submitted to the FBI via a Live Scan process and/or on a standard FBI form, FD-258 Ink Fingerprint card; and by comparing FBI’s database from the submitted fingerprints.

Depending on how fingerprints have been submitted electronically or on FD-258 ink cards, applicants can received their FBI Criminal History Summary in about 3 months or as little as 1-2 days. If you have a criminal record or not, you will still receive a FBI Criminal History Summary Check (FBI Report) with or without any “incidents”.

Fingerprint Roller Certification Program

California Department of Justice (DOJ) has a Fingerprint Roller Certification Program requirement for those that wish to provide fingerprinting services in the state of California. Law enforcement agencies are exempt from this requirement.

The National Live Scan Association (NLSA) has several Live Scan Fingerprinting training programs. To learn more about becoming a certified and approved Fingerprint Roller and/or how to start and grow your own business as a Live Scan Operator, visit http://LiveScan-Classes.com.

Typically the FBI Criminal History Summary Check is to be submitted along with other required documents when seeking employment at a government, federal, non-federal, law enforcement or non-law enforcement agency. In addition, the FBI Criminal History Summary Check can also be used for travel, immigration or work in another country as well as domestic and international adoption process.

Get a FD-258 Ink Card

The FBI Background Checks are issued with the help and utilization of FD-258 Ink Fingerprint Cards. The card has a white background, printed in blue, and needs to be typed and printed in black ink to help differentiate the information filled in the form. Care needs to be taken that the space provided for each detail filling should not be used more than the area provided.

The fingerprints should be done by a legitimate organization to ensure that it is done properly. (Some states such as California have specific state requirements on providing finger printing services) The ink card(s) along with the requested documents and a payment of $18 are to be sent directly to the FBI for processing the applicant’s FBI Criminal History Summary Check.

The FBI provides a downloadable PDF version of their FD-258 Ink Card online at http://FBI.gov or even at http://FBI-Reports.com. Note that download version will in most cases be only accepted by the FBI directly. If you need a FD-258 Ink Card any other purpose, please contact your requesting agency on how to get the “hard card” version.

FBI Apostilled Criminal Background Check

FBI Apostilled Criminal Background Check

What is An Apostille?
An apostille is a certification that a document has been “legalized” or “authenticated” by the issuing agency through a process in which various seals are placed on the document. In the United States (U.S.) the Secretary of State and the Deputy Secretary of State of the individual U.S. states provides the Apostille. The FBI Apostilled Criminal Background Check is an example of such a certification service.

Does the FBI Provide Apostilles?
Yes, FBI Apostilled Criminal Background Checks are now provided. The Criminal Justice Information Services (CJIS) Division of the Federal Bureau of Investigation (FBI) will authenticate U.S. Department of Justice Order 556-73 fingerprint search results for international requests by placing the FBI seal and the signature of a division official on the results if requested at the time of submission. Documents prepared in this way may then be sent to the U.S. Department of State by the requestor to obtain an apostille if necessary. This procedure became effective on January 25, 2010 and will apply only to documents finalized after that date. Requests to authenticate previously processed results will not be accepted.

FD-258 Fingerprint Card Service

The FBI FD-258 Ink Fingerprint Card can be download from the FBI’s website. This “PDF” version is only acceptable by the FBI in regards for those requesting a personal record review (aka FBI Identification Record). For those that prefer to be fingerprinted on an actual “hard card” can schedule an appointment (or walk-in) at designated CAL-LIVE’s fingerprinting locations.

How To Obtain Your FBI Apostilled Criminal Background Check

The CJIS Division centralizes criminal justice information and provides accurate and timely information and services to local, state, federal, and international law enforcement agencies, the private sector, academia, and other government agencies. The requesting applicant of their own FBI Apostilled Criminal Background Check (certified identification record) may obtain a copy thereof by submitting a written request to the CJIS. The request for the FBI Apostilled Criminal Background Check must be accompanied by satisfactory proof of identity (consisting of name, date and place of birth, and a set of roll-inked fingerprint impressions) and a certified check or money order for the $18.00 processing fee.

You MUST also enclose a note stating that you want a FBI Apostilled Criminal Background Check, basically you are asking that your FBI Certificate “Authenticated” in order to get the Apostille. If you get the FBI Criminal Background Check back and it is not authenticated (notarized), you’ll have to send it back to the FBI with another request of obtaining a FBI Apostilled Criminal Background Check.

FBI Identification Record Information Request

The Federal Bureau of Investigation (FBI) FD-258 Ink Fingerprinting Card is the most commonly used form in starting the process of a “FBI Identification Record Information Request”. Once ink fingerprinted on the FD-258, applicants must send off and their ink fingerprint cards to the FBI for processing.

The next stage of the FBI Identification Record Request process basically consist of the FD-258 Fingerprint Ink Card being scanned, having the ink fingerprints being reproduced in an electronic digitize format. Once converted the digitized fingerprint “image” is ran through the FBI’s national criminal record database for any matches.

Currently, the criminal background check can take as long as 8-12 weeks for those requesting their FBI Identification Record through a non-expedited process; this is in reference to those individuals that actually “mail in” their documentation to the FBI.

FBI Criminal Background Check, Police Certificate

October 4, 2012 by · Leave a Comment

FBI Criminal Background Checks Distinct Usages

  • FBI Criminal History Checks – For Employment and Licensing
  • FBI Identification Record – AKA “Police Certificate”, “Personal Record Review” and/or “Rap Sheet”

FBI Criminal History Checks for Employment and Licensing

Under Public Law (Pub. L.) 92-544 the Federal Bureau of Investigation (FBI) has authority to conduct a criminal history record check for non-criminal justice purposes. Thus the FBI is legally authorized to exchange criminal history record information with state and local governments officials for employment, licensing, which includes volunteers, and other similar non-criminal justice purposes, per state statutes which has been approved by the Attorney General of the United States.

Such state statute guidelines in itself, require fingerprinting and authorize the governmental licensing or employing agency to exchange fingerprint data directly with the FBI.

FBI Criminal Background Check – DOJ Order 556-73
A criminal history record search obtained pursuant to U.S. Department of Justice Order 556-73 may not meet employment requirements. Governmental licensing or employing agencies covered by federal laws and/or state statutes may refuse to accept criminal history record information directly from the subject of the record, as there would be no way to verify that the information contained on the record had not been altered.

Also, a record provided to the subject for personal review contains only information maintained by the Criminal Justice Information Services (CJIS) Division and may lack dispositional data and/or arrest records that are maintained only at the state level.

All arrest data included in an Identification Record is obtained from fingerprint submissions, disposition reports, and other information submitted by agencies having criminal justice responsibilities.

FBI Criminal Background Check – Submission Request
