FBI Identification Record, FD-258 Fingerprint Card

FBI Identification Record Information Request

The Federal Bureau of Investigation (FBI) FD-258 Ink Fingerprinting Card is the most commonly used form in starting the process of a “FBI Identification Record Information Request”. Once ink fingerprinted on the FD-258, applicants must send off and their ink fingerprint cards to the FBI for processing.

The next stage of the FBI Identification Record Request process basically consist of the FD-258 Fingerprint Ink Card being scanned, having the ink fingerprints being reproduced in an electronic digitize format. Once converted the digitized fingerprint “image” is ran through the FBI’s national criminal record database for any matches.

Currently, the criminal background check can take as long as 8-12 weeks for those requesting their FBI Identification Record through a non-expedited process; this is in reference to those individuals that actually “mail in” their documentation to the FBI.

This “PDF” version is only acceptable by the FBI in regards for those requesting a personal record review (aka FBI Identification Record). For those that prefer to be fingerprinted on an actual “hard card” can schedule an appointment (or walk-in) at designated CAL-LIVE’s fingerprinting locations.

As an added benefit, the FD-258 hard card will be made available for those requesting ink fingerprinting services. The FBI Fingerprint Cards, as used by the FBI, are also used by US Immigration and Naturalization Service; to include many police agencies for non-criminal fingerprinting (such as for letter of good conduct, employment clearances or immigration purposes).

FBI Criminal History Checks for Employment and Licensing

Under Public Law (Pub. L.) 92-544 the Federal Bureau of Investigation (FBI) has authority to conduct a criminal history record check for non-criminal justice purposes. Thus the FBI is legally authorized to exchange criminal history record information with state and local governments officials for employment, licensing, which includes volunteers, and other similar non-criminal justice purposes, per state statutes which has been approved by the Attorney General of the United States.

Such state statute guidelines in itself, require fingerprinting and authorize the governmental licensing or employing agency to exchange fingerprint data directly with the FBI.

FBI Criminal Background Check – DOJ Order 556-73
A criminal history record search obtained pursuant to U.S. Department of Justice Order 556-73 may not meet employment requirements. Governmental licensing or employing agencies covered by federal laws and/or state statutes may refuse to accept criminal history record information directly from the subject of the record, as there would be no way to verify that the information contained on the record had not been altered.

Also, a record provided to the subject for personal review contains only information maintained by the Criminal Justice Information Services (CJIS) Division and may lack dispositional data and/or arrest records that are maintained only at the state level.

What is an Identification Record Request?

A FBI Identification Record Request is a “personal” Criminal Background Check done on the request by an individual for themselves. This personal record review request can sometimes be accepted/viewed as a “Police Certificate” or even as a “Rap Sheet”. Basically it is a FBI file report of your criminal background check or a declaration of the absence of any criminal record. Request for a “Police Certificate” typically vary and differ in each country and territory and may also by referred as:

  • Good Conduct Certificates
  • Judicial Record Extracts

This type of process of a FBI Criminal Background Check is a listing of certain information taken from fingerprint submissions retained by the FBI in connection with arrests and, in some instances, federal employment, naturalization, or military service.

Fingerprint Impression Types

Type 4
Rolled impressions are the ten individually-taken fingerprint images rolled from nail to nail. The plain impressions are used to verify the sequence and accuracy of the rolled impressions.

Type 14
Identification flat impressions are taken simultaneously without rolling. These are referred to as plain, slap, or flat impressions. The individual’s right and left four fingers should be captured first, followed by the two thumbs (4-4-2 method). Instituting this finger capture method ensures the highest level of fingerprint sequence accuracy.

FINRA Bar Coded Card
It is strongly recommended that you use the FINRA bar coded card if your prints are to be processed by the FINRA. However, if you do not have cards designated CAL-LIVE centers will have cards on hand with FINRA Bar Coded Card and/or approved FINRA Bar Coded Stickers to go along with the standard the FD-258 Fingerprint Ink Card.

All fingerprint ink cards should contain a FINRA barcode. If using a FINRA barcode sticker, the sticker should be placed in “OCA” field on the card. CAL-LIVE has designated fingerprinting location with FINRA Ink Cards and/or FINRA Bar Coded Stickers.

FINRA requires that all ink fingerprint cards be received within 30 days after U4 filings are submitted. If the fingerprint card is not received by FINRA within the 30-day time period, the individual’s FINRA registration status will be changed to “Inactive-prints”, and the individual will have to cease doing business until such time as the card is received and properly processed. Tips On FINRA Fingerprint Ink Card (FD-258)

Print Clearly
Writing your full name and physical description neatly on the card(s) helps ensures the processed is done timely manner by the FBI. If the information provided on the fingerprint ink card is not legible, the card will be rejected by the FBI.

Write In Black Ink
There are a lot of agencies that still require forms to be completed ONLY in black ink. Don’t find out the hard way, the FBI still requires all ink cards to be completed in black ink.

Double Check Your Work
Always go over and make sure you have accurately completed all the necessary data fields before submitting your fingerprint ink card(s) to FINRA:

  • Social Security Number
  • Date of Birth
  • Place of Birth
  • Sex
  • Height
  • Weight
  • Hair color
  • Eye color

Provide Your Employer’s Info
Be sure to enter your employer’s name, address, and org number on the fingerprint card(s). This is important, fingerprint ink cards can get separated during processing when they are delivered n batches from varies agencies. Having incomplete company information can delay or prevent your employee from every getting your background results.

OCA Barcode
Make sure your fingerprint ink card(s) contain a barcode. If your card does not have one just check with your requesting agency or California Live Scan Fingerprinting Centers (CAL-LIVE) for a “barcode sticker”; the sticker is to be placed in “OCA” field on your ink card(s). Fingerprint In Black Ink
Take your fingerprints ONLY in black ink. California Live Scan Fingerprinting Centers and Network Members are well aware to take your fingerprints in black ink. If another “professional” agency is trying to take your prints in any other color besides black, run, run quickly! =)

The fingerprinting process involves capturing the image of the ridge formation on the pads of an applicant’s fingers. Unless provided the requesting agency, most applicants are sent out to obtain their own Fingerprint Ink Card. In most cases this is not a quick and simple task. Try calling the fingerprinting facility ahead of time to ensure that have the correct cards and are qualified to perform the ink fingerprinting or contact us today at 888-498-4234.

Your CRD Number
Write your CRD Number in the “CRD Number” field on your ink card.

Avoid Highlighting
Do not highlight any information or any portion of the fingerprint card. The FBI will reject any fingerprint ink card with highlighting on it.
