FBI Criminal History Summary Check

The FBI Criminal History Summary Check is issued on request from the applicant who needs to get a criminal background check done on oneself. The FBI (Federal Bureau of Investigations) does a background check for applicants that have their fingerprints submitted to the FBI via a Live Scan process and/or on a standard FBI form, FD-258 Ink Fingerprint card; and by comparing FBI’s database from the submitted fingerprints.

Depending on how fingerprints have been submitted electronically or on FD-258 ink cards, applicants can received their FBI Criminal History Summary in about 3 months or as little as 1-2 days. If you have a criminal record or not, you will still receive a FBI Criminal History Summary Check (FBI Report) with or without any “incidents”.


Fingerprint Roller Certification Program

California Department of Justice (DOJ) has a Fingerprint Roller Certification Program requirement for those that wish to provide fingerprinting services in the state of California. Law enforcement agencies are exempt from this requirement.

Getting A FBI Background Check

The FBI Criminal Background Check

The FBI Background Check is issued on request from the applicant who needs to get a criminal background check done on oneself. The FBI (Federal Bureau of Investigations) does a background check for applicants that personally provides their fingerprints on a standard FBI form, FD-258 Ink Fingerprint card; and by comparing FBI’s database from the submitted fingerprints. Currently it takes the FBI’s Criminal Justice Information Services (CJIS) Division approximately twelve (12) weeks from the date of submission to process an individual’s FBI Background Check requests. If you have a criminal record or not, you will still receive a FBI Background Check (Criminal History Summary Report) with or without any “incidents”.

FBI Identification Record, FD-258 Fingerprint Card

FBI Identification Record Information Request

The Federal Bureau of Investigation (FBI) FD-258 Ink Fingerprinting Card is the most commonly used form in starting the process of a “FBI Identification Record Information Request”. Once ink fingerprinted on the FD-258, applicants must send off and their ink fingerprint cards to the FBI for processing.

The next stage of the FBI Identification Record Request process basically consist of the FD-258 Fingerprint Ink Card being scanned, having the ink fingerprints being reproduced in an electronic digitize format. Once converted the digitized fingerprint “image” is ran through the FBI’s national criminal record database for any matches.

Currently, the criminal background check can take as long as 8-12 weeks for those requesting their FBI Identification Record through a non-expedited process; this is in reference to those individuals that actually “mail in” their documentation to the FBI.

FBI Criminal History Checks for Employment and Licensing

Under Public Law (Pub. L.) 92-544 the Federal Bureau of Investigation (FBI) has authority to conduct a criminal history record check for non-criminal justice purposes. Thus the FBI is legally authorized to exchange criminal history record information with state and local governments officials for employment, licensing, which includes volunteers, and other similar non-criminal justice purposes, per state statutes which has been approved by the Attorney General of the United States.

Such state statute guidelines in itself, require fingerprinting and authorize the governmental licensing or employing agency to exchange fingerprint data directly with the FBI.

FBI Criminal Background Check – DOJ Order 556-73
A criminal history record search obtained pursuant to U.S. Department of Justice Order 556-73 may not meet employment requirements. Governmental licensing or employing agencies covered by federal laws and/or state statutes may refuse to accept criminal history record information directly from the subject of the record, as there would be no way to verify that the information contained on the record had not been altered.

Also, a record provided to the subject for personal review contains only information maintained by the Criminal Justice Information Services (CJIS) Division and may lack dispositional data and/or arrest records that are maintained only at the state level.

What is an Identification Record Request?

A FBI Identification Record Request is a “personal” Criminal Background Check done on the request by an individual for themselves. This personal record review request can sometimes be accepted/viewed as a “Police Certificate” or even as a “Rap Sheet”.
