Dept of Social Services – Community Care Licensing Division
The California Department of Social Services (CDSS), Community Care Licensing Divisions (CCLD), regulates the state’s child care programs. Child care center and family child care home regulations are included in the California Code of Regulations. Information on licensing and the regulations is available from their website at http://www.ccld.ca.gov.
Within Los Angeles County, there are two Regional Child Care Offices, each serving a specific geographic area.

What Types Of Licensed Child Care Are Available?
Family Child Care Homes
A Family Child Care Home must be in the licensee’s own home. A Family Child Care Home reflects a home-like environment where non-medical care and supervision is provided for periods of less than 24 hours.
There are Small Family Child Care Homes and Large Family Child Care Homes.
- Small Family Child Care Homes provide care to no more than 8 children.
- Large Family Child Care Homes provide care to no more than 14 children.
Child Care Centers/Preschools
A Child Care Center (or Day Care Center) is usually located in a commercial building. Non-medical care and supervision is provided for infant to school age children in a group setting for periods of less than 24 hours.
Required Background Checks (Live Scan)
The California Health and Safety Code requires a background check of all applicants, licensees, adult residents, volunteers under certain conditions and employees of community care facilities who have contact with clients. When an individual submits fingerprints, the California Department of Justice (DOJ) conducts a background check.
One of our California Live Scan Fingerprinting Centers is just minutes away from the Los Angeles County Northwest Regional Child Care Office. We are located off Bristol Parkway and Hannum Avenue. Walk-ins are welcomed.
The DOJ will only accepts electronically transmitted fingerprint images (Live Scan) and related information to process the background investigation requests. Live Scan technology electronically transfers images of fingerprints and personal information to the DOJ (and in some case to the FBI). The results of the fingerprint check are sent electronically to Community Care Licensing Division (CCLD).
