Fingerprint Impression Types

Type 4
Rolled impressions are the ten individually-taken fingerprint images rolled from nail to nail. The plain impressions are used to verify the sequence and accuracy of the rolled impressions.

Type 14
Identification flat impressions are taken simultaneously without rolling. These are referred to as plain, slap, or flat impressions. The individual’s right and left four fingers should be captured first, followed by the two thumbs (4-4-2 method). Instituting this finger capture method ensures the highest level of fingerprint sequence accuracy.

Live Scan Request Form, What is Live Scan

What is a Live Scan Request Form?

A Live Scan Request Form is used to capture an applicant’s information along with the requesting agency in order to process criminal background check. The Department of Justice (DOJ) and the Federal Bureau of Investigations (FBI) are the two primary government agencies conducting such criminal back ground checks.
 

Live Scan Request Form

The Live Scan request form is to be provided by the requesting agency that is requiring the background check of the applicant.

The Live Scan applicant is to provide written information on the Live Scan Request Form that includes the applicant’s:

• First & Last Name
• Date of Birth
• Driver’s License Number
• Social Security Number
• Mailing Address
• Place of Birth

 
The Live Scan applicant is to provide the Live Scan Fingerprinting center with three (3) copies of the completed Live Scan Request Form. The Live Scan fingerprint technician will take the Live Scan Request Forms and enter their information on the form. Once the technician completes the electronic fingerprint process (Live Scan), they will retain the original Live Scan Request Form and give back two (2) copies to the applicant. The applicant will then provide the second copy to the requesting agency and retain the third copy for their personal record.

The Live Scan Request form may be in triplicate also and is usually identified at the top with the wording of “Request For Live Scan Service”. In addition, it might also be identified with the code BCII 8016, which is sometimes on the bottom or upper left corner of the form.

Well you ask, what is Live Scan Fingerprinting?

Live Scan fingerprinting is a computerized process whereby an applicants fingerprints are digital captured (electronically scanned) and immediately transmitted securely via a specialized computer terminal to agencies as the DOJ, FBI, or other authorized receiving agency. Now, the digital fingerprints, along with the applicant’s identifying information provided on the Live Scan Request form are searched in the government’s data files for matches that reveal whether there is a criminal history record on the applicant.

 
California’s Live Scan Fingerprinting Center’s biometric electronic fingerprinting technology and resources replaces the process of recording an applicant’s fingerprint patterns through a fingerprint rolling process using ink and paper (called FBI Ink Fingerprint Card, FD-258). Rolled ink fingerprints have been smudged through handling and mailing, causing an applicant’s ink fingerprints to become illegible and rejected. Another issue was the slow process of conducting a criminal background check clearance, taking a long as a few months to complete. Whereas the a Live Scan process can provide results within days if not sooner.

Where to get FD-258 fingerprint cards is to be a common question for us.  For quite some time, out clients have been pleasantly surprise learning a majority of our California Live Scan Fingerprinting Centers carry FD-258 Fingerprint Cards.

Another success is that clients also become aware that our Fingerprinting Technicians are certified and approved by the Department of Justice (DOJ) and Federal Bureau of Investigation (FBI) to fingerprint on the FD-258 Fingerprint Card.

FBI FD-258 Fingerprint Ink Cards are used for Visa & Immigration purposes, FBI Police Clearance Certificate in USA, and for employment purposes for inside and outside the United States.

FD-258 Description
This FBI form is standard for ink card fingerprinting and is used by the FBI, Bureau of U.S. Citizenship and Immigration Services (USCIS), and many police agencies for non criminal fingerprinting in conducting a criminal background checks.

The dimension of the FD-258 Fingerprint Card is 8 inches by 8 inches, with an angle cut on the top left corner of the ink card. It is printed on heavy white paper with blue ink, also known as the “Blue Hard Card”.

When filling out your fingerprint ink card be sure to complete all the required fields, this includes your full name, date and place of birth, physical description, social security number, and mailing address.

Once obtaining the card is half the battle. Ensuring good results is the other half. Avoid going to “suspicious” areas that offer to good to be true price deals. Usually one ends up paying for what they get; which is poor quality service followed by poor fingerprinting results that are usually rejected by FBI and/or requesting agency.

Law Enforcement Agencies
Local law enforcement agencies also hear the question of where to get FD-258 fingerprint cards. However, one usually finds out that most law enforcement agencies do not have fingerprint ink cards “readily available” to the public. There are limited professional ink fingerprinting services available from private vendors.

Private Vendors
If you reside in California, and a private vendor is used, they must be certified by the California Department of Justice (DOJ), and the fingerprint card must contain the certificate number. Designated California Live Scan Fingerprinting Centers (CAL-LIVE) provide ink card fingerprinting services. FBI Fingerprint Ink Card (FD-258) is commonly used both national and international agencies in conducting criminal background checks on their applicants.

All of our fingerprint rollers are certified and authorized by the Department of Justice (DOJ) and the Federal Bureau of Investigations (FBI) to provided fingerprinting services. Applicants are encouraged to contact us at (888) 498-4234 to assist in finding one of our ink card fingerprinting centers. We may be even helpful in trying to assist in finding a local law enforcement agency if we are currently not in particular area.

Mobile Ink Card Fingerprinting Services Available
CAL-LIVE continues to strive in providing convenient fingerprinting locations that are easily accessible applicants (employees), with great understanding of staff personal may be unable to travel. For this reason CAL-LIVE also provides mobile ink card fingerprinting services (“Mobile Live”) that can come to directly to an office and/or business location.

Two’s A Charm
We have found that the majority of the requesting agencies (employers) require that the applicant get fingerprinted on at least two (2) ink cards. The reasoning varies but typically it a practice the helps reduces the possibility of the fingerprint applicant from coming back and getting fingerprinted a second due to the first ink card being labeled as “damage” and/or “poor quality prints”.

FBI can take as long as 8 weeks (or more) to process an applicants fingerprints, being notified by the FBI that your ink card was rejected and having to re-submit another after waiting all this time can be frustrating to say the least. Initially submitting two (or three) ink cards dramatically reduces such outcomes.

FINRA Bar Coded Card
It is strongly recommended that you use the FINRA bar coded card if your prints are to be processed by the FINRA. However, if you do not have cards designated CAL-LIVE centers will have cards on hand with FINRA Bar Coded Card and/or approved FINRA Bar Coded Stickers to go along with the standard the FD-258 Fingerprint Ink Card.

All fingerprint ink cards should contain a FINRA barcode. If using a FINRA barcode sticker, the sticker should be placed in “OCA” field on the card. CAL-LIVE has designated fingerprinting location with FINRA Ink Cards and/or FINRA Bar Coded Stickers.

Effective January 1, 1999, the Commission began accepting Live Scan fingerprint submissions. Live Scan is a process whereby fingerprints are electronically transmitted to the Federal Bureau Investigation (FBI) and California Department of Justice (DOJ). Response for fingerprints submitted via Live Scan quicker than traditional fingerprint ink cards. Certificate of Clearance (COC)
A Certificate of Clearance is a document that verifies that the individual has completed the Commission’s fingerprint and character and identification process. Individuals must obtain a Certificate of Clearance prior to beginning student teaching.

Applying For A Certificate of Clearance

California residents must apply for their Certificate of Clearance online effective July 1, 2007. Follow the steps outlined in number 1, below.

Out-of-state and out-of-country residents have three ways to submit an application for a Certificate of Clearance. Each method is explained below.
 

1. Apply online (the quickest method), using the instructions provided below:

1. Print three copies of Live Scan 41-LS form
2. Submit the three copies of the Live Scan 41-LS form and processing fees to the Live Scan operator when the fingerprints are taken (Click here for Live Scan Locations, or visit http://www.livescan-fingerprinting.net/california-live-scan-fingerprinting-center-locations)
3. Navigate to the Commission’s Online Direct Application Site
4. Complete the online application
5. Using a VISA or MasterCard debit or credit card, complete the authorized transaction fee of $29.50
6. Immediately following the successful submission of the online application, an e-mail will be sent containing a confirmation number and a link to the Track Payment web page.

2. Submit a paper application via postal mail to the Commission office which includes all of the following:

1. A completed application form (PDF) . Check the box in Section 3 titled Certificate of Clearance.
2. Application processing fees which will be credited toward a future application fee for certification
3. A copy of the Request for Live Scan 41-LS form must be attached to the application packet as proof that fingerprints were taken and the fingerprint processing fees paid. Out-of-state residents have the option of completing two fingerprint ink cards (FD-258) in lieu of a Live Scan receipt. There is an additional $51.00 fee to process the fingerprint ink cards, in addition to the application processing fee.

3. Apply through the college or university in which you are completing your teacher preparation program.

The normal processing time for the fingerprint and character and identification process via Live Scan is one to three days. If submitting fingerprint ink cards, or if the individual requires review by the Commission’s Division of Professional Practices, the process will take longer. If the application is pending review by the Commission’s Division of Professional Practices, the online file will indicate that the application is “pending additional evaluation”.

Certificates of Clearance issued on or after July 1, 2007 are valid for five-years.
