California Live Scan Fingerprinting Centers (CAL-LIVE) and it’s members network provide Ink Card Fingerprinting services. Majority of the locations are opened daily Monday – Saturday and are also opened on Sundays.

FINRA Bar Coded Card
It is strongly recommended that you use the FINRA bar coded card if your prints are to be processed by the FINRA. However, if you do not have cards designated CAL-LIVE centers will have cards on hand with FINRA Bar Coded Card and/or approved FINRA Bar Coded Stickers to go along with the standard the FD-258 Fingerprint Ink Card.

All fingerprint ink cards should contain a FINRA barcode. If using a FINRA barcode sticker, the sticker should be placed in “OCA” field on the card. CAL-LIVE has designated fingerprinting location with FINRA Ink Cards and/or FINRA Bar Coded Stickers.

Effective January 1, 1999, the Commission began accepting Live Scan fingerprint submissions. Live Scan is a process whereby fingerprints are electronically transmitted to the Federal Bureau Investigation (FBI) and California Department of Justice (DOJ). Response for fingerprints submitted via Live Scan quicker than traditional fingerprint ink cards. Contact California Live Scan Fingerprinting Centers (CAL-LIVE) for their nearest location; appointments and/or walk-ins are welcome.

Certificate of Clearance (COC)
A Certificate of Clearance is a document that verifies that the individual has completed the Commission’s fingerprint and character and identification process. Individuals must obtain a Certificate of Clearance prior to beginning student teaching.

Applying For A Certificate of Clearance

California residents must apply for their Certificate of Clearance online effective July 1, 2007. Follow the steps outlined in number 1, below.

Out-of-state and out-of-country residents have three ways to submit an application for a Certificate of Clearance. Each method is explained below.
 

1. Apply online (the quickest method), using the instructions provided below:

1. Print three copies of Live Scan 41-LS form
2. Submit the three copies of the Live Scan 41-LS form and processing fees to the Live Scan operator when the fingerprints are taken (Click here for Live Scan Locations, or visit http://www.livescan-fingerprinting.net/california-live-scan-fingerprinting-center-locations)
3. Navigate to the Commission’s Online Direct Application Site
4. Complete the online application
5. Using a VISA or MasterCard debit or credit card, complete the authorized transaction fee of $29.50
6. Immediately following the successful submission of the online application, an e-mail will be sent containing a confirmation number and a link to the Track Payment web page.

2. Submit a paper application via postal mail to the Commission office which includes all of the following:

1. A completed application form (PDF) . Check the box in Section 3 titled Certificate of Clearance.
2. Application processing fees which will be credited toward a future application fee for certification
3. A copy of the Request for Live Scan 41-LS form must be attached to the application packet as proof that fingerprints were taken and the fingerprint processing fees paid. Out-of-state residents have the option of completing two fingerprint ink cards (FD-258) in lieu of a Live Scan receipt. There is an additional $51.00 fee to process the fingerprint ink cards, in addition to the application processing fee.

3. Apply through the college or university in which you are completing your teacher preparation program.

The normal processing time for the fingerprint and character and identification process via Live Scan is one to three days. If submitting fingerprint ink cards, or if the individual requires review by the Commission’s Division of Professional Practices, the process will take longer. If the application is pending review by the Commission’s Division of Professional Practices, the online file will indicate that the application is “pending additional evaluation”.

Certificates of Clearance issued on or after July 1, 2007 are valid for five-years.

Federal Bureau of investigation (FBI) Fingerprint Ink Card

Getting fingerprinted with ink seems to be archaic however it can be quite useful. FBI Ink Cards (FD-258) are typically used for applicants who are currently in the hiring process for professional jobs outside the state of your local state. These jobs include nursing, teaching, contracting and security jobs. Some jobs that require fingerprinting in the state of California are various positions in banking, Financial Industry Regulatory Authority (FINRA), insurance and other industry.

FBI Ink Cards are also useful for those who are obtaining different licenses, permits and applying for immigration, visa or any type of status adjustments. In addition, the FD-258 Ink cards are also appropriate for Federal Bureau of Investigation (FBI) Clearance Certificate in the US. Ink cards can be used for a “Personal Record Review” as well.

Personal Record Review
Individuals that would like to review there criminal history record or rap sheet can obtain this information by submitting their fingerprints on a card to the FBI. Once ink cards are received by the FBI fingerprints are cross referenced to the criminal database to check the applicant’s criminal history. Bureau of U.S. Citizenship and Immigration Services
Other agencies such as the Bureau of U.S. Citizenship and Immigration Services (USCIS), and many police agencies for noncriminal fingerprinting require background checks for employment clearances or immigration purposes. Tips On FINRA Fingerprint Ink Card (FD-258)

Print Clearly
Writing your full name and physical description neatly on the card(s) helps ensures the processed is done timely manner by the FBI. If the information provided on the fingerprint ink card is not legible, the card will be rejected by the FBI.

Write In Black Ink
There are a lot of agencies that still require forms to be completed ONLY in black ink. Don’t find out the hard way, the FBI still requires all ink cards to be completed in black ink.

Double Check Your Work
Always go over and make sure you have accurately completed all the necessary data fields before submitting your fingerprint ink card(s) to FINRA:

• Social Security Number
• Date of Birth
• Place of Birth
• Sex
• Height
• Weight
• Hair color
• Eye color

Provide Your Employer’s Info
Be sure to enter your employer’s name, address, and org number on the fingerprint card(s). This is important, fingerprint ink cards can get separated during processing when they are delivered n batches from varies agencies. Having incomplete company information can delay or prevent your employee from every getting your background results.

OCA Barcode
Make sure your fingerprint ink card(s) contain a barcode. If your card does not have one just check with your requesting agency or California Live Scan Fingerprinting Centers (CAL-LIVE) for a “barcode sticker”; the sticker is to be placed in “OCA” field on your ink card(s). Fingerprint In Black Ink
Take your fingerprints ONLY in black ink. California Live Scan Fingerprinting Centers and Network Members are well aware to take your fingerprints in black ink. If another “professional” agency is trying to take your prints in any other color besides black, run, run quickly! =)

Write your CRD Number in the “CRD Number” field on your ink card.

Avoid Highlighting
Do not highlight any information or any portion of the fingerprint card. The FBI will reject any fingerprint ink card with highlighting on it.

As part of this process, employers are mandating candidates get fingerprinted. There are choices regarding where and how the fingerprints are to be taken. Basically, the final decision comes down to government regulations, associated cost, availability time frame, and the location of the certified and approved fingerprinting facility/technician.

Furthermore, when making initial contact with the fingerprinting facility be sure to inquire on the following:

• Hours of operations?
• Are walk-ins welcomed and/or are appointments required? Don’t be shy to ask what is the typical waiting period and process times. In most cases getting your fingerprints done should not take more than 10-15 minutes per ink card.
• Acceptable form of payment?
• Acceptable form of identification?

Remember that each fingerprinting facility has different requirements. Work with the those that can schedule you for an appointment as soon as possible, time is usually of the essence when it comes to getting that next job and/or certification. You will also be on good terms with the HR department by making their job easier.

Oh, don’t forget to make sure your hands are clean before arrival, but avoid using soap and/or lotion before you are fingerprinted. Certain soaps and lotion can harm the quality of the prints. Just don’t get offended it the Fingerprint Roller Technicians hands you a “Baby Wipe” for your hands upon completion.  

Majority of our California Live Scan Fingerprint Centers prepare and roll on standard FBI Ink Fingerprint Cards FD-258 or the equivalent issued by various agencies and state governments for professional licenses, pre-employment screening, criminal record background checks for child-care and home-care positions, visas and passports, applications for immigration into such other countries as Canada and Australia, name change petitions and other reasons that may require FBI Police Verification (Clearance Letters).

The Fingerprint cards will be prepared only by DOJ & FBI certified fingerprint technicians. All cards will be signed by your attending technician along with their DOJ/FBI FPC certification number. Many police departments no longer provide this service to the public.

Who May Request a Copy of a Record (or Proof That a Record Does Not Exist)
Only you can request a copy of your own Identification Record. Typically, individuals make this request for a personal review or their record (if any), to challenge the information reflected on the record, to satisfy a regulatory requirement such as domestic and/or international child adoption, or perhaps to satisfy a requirement to travel, work, or live in a foreign country (i.e., Police Certificate, Letter of Good Conduct, Criminal Background, etc.).
