Two Methods of Submitting Fingerprints

There are two methods currently available for submitting fingerprints: applicant Live Scan; or, the ten-print “hard card” applicant fingerprint card. Applicants should go over the perspective requesting agency requirements prior to taking any actions. Following information will apply to those applicants that are seeking to be printed on FBI Fingerprint Cards.

We strongly encourage applicants to call the fingerprinting site ahead to determine if an appointment is required to include if they have the required FBI Ink Cards (FD-258) available.

Substantially Long Processing Times

Please be advised that the California Department of Justice (DOJ) & the United States Federal Bureau of Investigation (FBI) processing time for hard card fingerprints is a minimum of 8 to 12 weeks, or longer. In order to avoid processing delays and additional costs that result from invalid fingerprint cards, fingerprints must be taken by a Certified Fingerprint Roller (Technician) or at a law enforcement agency in the state of residence.

Contractors State License Board (CSLB) – Fingerprinting Requirements

All applicants for a (California) Contractors State License Board (CSLB) license are required to submit a full set of fingerprints via Live Scan for the purpose of conducting a criminal background check. Utilizing Live Scan, the fingerprints are captured digitally, transmitted to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). Here the applicants fingerprints are compared to the records of the DOJ and the FBI to determine whether a criminal history exists.

All CSLB applicants for license and each officer, partner, owner, and responsible managing employee thereof, as well as all applicants to be home improvement salespersons, must obtain a Live Scan.

Individuals currently licensed by CSLB who do not apply for any changes to his/her license and applicants for a joint venture license are not required to obtain a Live Scan.

Is there a cost for Live Scan?
Yes, you are required to pay the Live Scan operator the $32 DOJ and the $19 FBI fingerprint processing fees, as well as the Live Scan provider “rolling” fee.

Rolling fees will vary at each Live Scan Provider’s site – CSLB does not set the price. Rolling fee rates can be as high $40 or more. Be sure to check with the Live Scan provider prior to visiting their location.

The California Health and Safety Code requires a background check of all applicants, licensees, adult residents, volunteers under certain conditions and employees of community care facilities who have contact with clients. When an individual submits fingerprints, the California Department of Justice (DOJ) conducts a background check.

One of our California Live Scan Fingerprinting Centers is just minutes away from both Southern Child Care Area Office and Los Angeles Northwest Office. We are located off Bristol Parkway and Hannum Avenue. Walk-ins are welcomed.

The DOJ will only accepts electronically transmitted fingerprint images (Live Scan) and related information to process the background investigation requests. Live Scan technology electronically transfers images of fingerprints and personal information to the DOJ (and in some case to the FBI). The results of the fingerprint check are sent electronically to Community Care Licensing Division (CCLD).

The California Department of Social Services (CDSS), Community Care Licensing Divisions (CCLD), regulates the state’s child care programs. Child care center and family child care home regulations are included in the California Code of Regulations. What Types Of Licensed Child Care Are Available?

Family Child Care Homes
A Family Child Care Home must be in the licensee’s own home. A Family Child Care Home reflects a home-like environment where non-medical care and supervision is provided for periods of less than 24 hours.

There are Small Family Child Care Homes and Large Family Child Care Homes.

  • Small Family Child Care Homes provide care to no more than 8 children.
  • Large Family Child Care Homes provide care to no more than 14 children.

Child Care Centers/Preschools
A Child Care Center (or Day Care Center) is usually located in a commercial building. Non-medical care and supervision is provided for infant to school age children in a group setting for periods of less than 24 hours.
